Chaos as HK bus drivers act normal

Thousands of commuters were held up in Hong Kong Monday morning as bus drivers in the city staged a ``work-to-rule`` industrial action as part of their campaign to win higher pay.

Bus drivers refused to overtake, stuck to speed limits, would only pull in for passengers standing at the correct stops and would not pull out of bus stops when any vehicle was in front of them.The aim of a work-to-rule action is to reduce efficiency without violating rules.

The result was slow-moving traffic around the city centre from 10 a.m. until midday in an action that drivers warn could escalate to an all-out strike unless their demands are met.
